On June 5, 2020, Governor Ned Lamont issued Executive Order No. 7XX, which suspends the involuntary discharge of residents from nursing homes and residential care homes, where the notice of intent to discharge identifies a homeless shelter as the location to which discharge is intended.

Specifically, Section 3 of the order suspends, for the duration of the public health emergency, the involuntary discharge of residents from nursing homes pursuant to Section 19a-535 of the Connecticut General Statutes and related proceedings, where the nursing facility's notice of intent to discharge identifies one or more homeless shelters as the location to which the discharge is intended, subject to certain exceptions. Section 4 of the order suspends, for the duration of the public health emergency, the involuntary discharge of residents from residential care homes pursuant to Section 19a-535a of the Connecticut General Statutes and related proceedings, where the notice of intent to discharge identifies one or more homeless shelters as the location to which the discharge is intended, subject to certain exceptions.
