The U.S. Department of State's (DOS) June 2016 Visa Bulletin does not bring good news for many foreign nationals in the already long line of getting their green card.  According to this bulletin, there will be years of retrogression in the cutoff dates for final issuance of an immigrant visa for employment-based, second preference (EB-2) category for India and China, and third preference (EB-3) category for China.

.EB-2 India will retrogress by more than four years, to October 1, 2004 while final action cut-off dates will advance by three weeks for EB-3 India, to September 22, 2004.

"Extremely high levels" of demand has contributed to this retrogression of dates, per the DOS. And expects the EB-2 India cut-off dates will advance slowly in the coming months at a pace similar to EB3 India.
