The official website of the President of Ukraine today has published the text of Decree №133/2017 dated 15 May 2017 (the Decree) implementing the decision of the National Defense and Security Council of Ukraine dated 28 April 2017 "On introducing special economic and other restrictive measures (sanctions) of personal nature". The Decree terminated the number of previous decrees imposing the restrictive measures.  

The personal sanctions are now imposed on 1228 individuals and 468 entities.

Among the personal sanctions against individuals are prohibition to enter Ukraine, freezing assets and restrictions on use of property, prohibition of participation in privatisation and lease of state-owned property, etc. The restrictive measures against individuals are imposed for one, three, five years or for indefinite period.

The different types of sanctions are applied to entities, including freezing assets, suspension of economic and financial obligations, prohibition for Internet providers to allow access to certain websites and services, prohibition of participation in public procurements of goods and services, restriction or termination of provision of telecommunication services and use of telecommunication networks, prohibition of technology and intellectual property transfer. The sanctions against entities are imposed for one or three years.   

The list of the sanctioned entities now includes:

  1. Yandex group (including its Ukrainian subsidiaries), Russian multinational technology company specializing in Internet-related services and products;
  2. Mail.ru group companies (including its Ukrainian subsidiaries), Russian Internet company providing mail services, including popular online social networking service vk.com (the largest European online social media and social networking service), Odnoklassniki and mail.ru;
  3. a number of leading Russian bookkeeping and company management software providers such as 1C group (including its Ukrainian subsidiaries), Parus group (including its Ukrainian subsidiaries), and Softline group;
  4. a number of Russian media, including  satellite television service providers Ren TV, NTV Plus, RBK, TNT and others.
