The Decree of the President of Ukraine approving the Decision of the National Defence and Security Council of Ukraine "On introduction, repealing and amendment of special economic and other restrictive measures (sanctions) of personal nature" was published on 14 May 2020. The Decree contains a list of sanctions against 377 individuals and 235 legal entities for a period of one to three years.
In accordance with the new sanctions lists, sanctions are continuing against the social networks "Odnoklassniki", "VKontakte" and Yandex search engine, first introduced in 2017. New sanctions are introduced against mass media, including STS, New Channel, regional Russian Radio stations and Crimean television and radio companies.
The new sanctions lists include a number of museums and scientific societies, such as the State Hermitage Museum, The Pushkin State Museum of Fine Arts, the Institute of Archaeology at the Russian Academy of Science, the Russian Geographical Society, Lomonosov Moscow State University and others.
The main types of sanctions against individuals are still visa restrictions and asset freezes.
The main type of sanctions against legal entities remain asset freezes and suspension of performance of economic and financial obligations. Such measures as termination of cultural exchange, scientific cooperation, educational and sports contacts, entertainment programmes, use of the radio frequency resource of Ukraine and cancellation or suspension of licenses and other permit also apply.
In addition, the Decree requires the Government of Ukraine to create a unified register of the sanctions introduced by Ukraine. As of now, Ukraine does not have a consolidated official source on Ukrainian sanctions.
