PORTAL NACIONAL DE CONTRATAÇÕES PÚBLICAS

Em dezembro de 2020, o Congresso Nacional aprovou o Projeto de Lei nº 4.253/2020 (Substitutivo da Câmara dos Deputados ao Projeto de Lei do Senado 559/2013 ou "PL" ou "Nova Lei de Licitações"), que agora aguarda sanção presidencial.

O PL tramitou por cerca de 25 anos na Casa Legislativa e traz ajustes necessários evidenciados pela prática resultante das conhecidas Leis nº 8.666/1993 (atual Lei de Licitações), nº 10.520/2002 (Lei do Pregão), nº 12.462/2011 (Regime Diferenciado de Contratações Públicas – RDC), dentre outras. Além disso, altera vários dispositivos, incluindo do Código de Processo Civil e do Código Penal.

O texto irá centralizar institutos, que antes estavam esparsos, e concentrar tendências até então encontradas apenas nas leis especiais, jurisprudência e doutrina.

Em vista desse cenário e das mudanças trazidas pelo PL, faremos, de maneira contínua, a divulgação de boletins de Direito Administrativo, focados em pontos relevantes da Nova Lei de Licitações.
