Municipalities are deploying various strategies to identify the nature and magnitude of the market failure and connect unserved or underserved areas including conducting regional economic and geospatial analysis around existing broadband infrastructure to identify current and future needs and leveraging existing infrastructure and government subsidies to influence the location, technology, pricing and service levels of newly constructed broadband infrastructure.
