Morrison & Foerster is also proud to possess a deep bench of lawyers with government experience. Partners Jina Choi, Haima Marlier, and David Lynn bring to the firm extensive experience directly from the SEC:

  • Jina served as Regional Director of the SEC's San Francisco Regional Office, where she led a staff of 130 attorneys, accountants, and other professionals responsible for the SEC's enforcement and compliance programs in Northern California, Washington, Oregon, Montana, Idaho, and Alaska. She supervised teams of attorneys in the investigation and litigation of cases involving violations of the federal securities laws, including financial reporting fraud, investment fraud, Foreign Corrupt Practices Act violations, insider trading, market manipulation, and investment adviser/broker-dealer fraud. As Regional Director, she also made significant contributions to the SEC's examination program, leading a talented group of examiners whose work involving developing technology was particularly strategic.
  • Haima served as Senior Trial Counsel in the SEC's New York Regional Office, which bears responsibility for regulating the largest concentration of SEC-registered financial institutions in the nation. She served as lead counsel at the SEC on a number of prominent enforcement litigations and investigations involving publicly traded companies, registered investment advisers, broker-dealers, banks, and individual traders in matters arising under the Securities Act of 1933, the Securities Exchange Act of 1934, and the Investment Advisers Act of 1940. She has also worked closely with the SEC's specialized units focused on complex financial instruments and market abuse, foreign securities regulators, numerous U.S. Attorney's Offices, and the Financial Industry Regulatory Authority.
  • Dave served as Chief Counsel of the SEC's Division of Corporation Finance at SEC headquarters in Washington, D.C., where he led the rulemaking team that drafted significant revisions to the SEC's executive compensation and related party disclosure rules, provided interpretive advice, formulated policy decisions, and published the Division's Compliance and Disclosure Interpretations. Dave also served as an Attorney-Advisor and as Special Counsel in the Division of Corporation Finance.
