Retail trade in motor vehicles of all types has now been restricted to licensed firms operating out of properly equipped premises displaying the name of the retailer and business hours agreed with local authorities. Each sale must be evidenced by a special invoice to be filed with the police upon registration of the car. Cars purchased away from the place of registration are issued by the retailer with the transit licence plate pending re-registration. Cars imported into Ukraine may only be bought/sold if they were imported in compliance with customs regulations. (Ministry of Foreign Trade order No 168 of 29 December 1995).
