Order no. 158/2018 on the establishment of the estimated mandatory quota for the acquisition of green certificates for the period August-December 2018 ("Order no. 158/2018"), issued by the President of ANRE and published in the Official Journal no. 666 of 31 July 2018 came into effect on 1 August 2018.

Order no. 158/2018 was issued in the context of recent legislative changes to Law no. 220/2008 for establishing the system to promote the production of energy from renewable sources, and on the grounds of which a new method of calculation of the green certificate acquisition quota has been set.

Specifically, Order no. 158/2018 provides that the estimated quota of green certificates that must be acquired by economic operators for the remaining five months of this year is 0.425 green certificates/MWh, which corresponds to a final electricity consumption exempt from the payment of green certificates of 3042.6 GWh.

ANRE will establish the final mandatory green certificate acquisition quota by 1 March 2019 on the grounds of the final electricity consumption for 2018.

The number of green certificates supported in 2018 by the green certificate support scheme, corresponding to the estimated average statutory impact of green certificates in 2018 (of 11.15 euro/MWh) is 16,321,832.

The number of green certificates supported in the period from August to December 2018 by the green certificates support scheme is 7,624,250.

Pursuant to the new order, the final consumption of electricity in the period from August to December 2018 is estimated at 20,974,847 MWh.

The methodology for establishing the mandatory annual quota for the acquisition of green certificates has also been approved, pursuant to Order no. 157/2018 issued by the President of ANRE and published within the Official Journal no.665 of 31 July 2018.
