On April 23, 2020, the New York Public Service Commission (NYPSC) issued an order authorizing the New York State Energy Research and Development Authority (NYSERDA) to conduct a 2020 solicitation to procure 1000MW of offshore wind (OSW) renewable energy certificates (ORECs) and with the flexibility to allow evaluation of bids for up to a total of 2500MW.

This solicitation will follow NYSERDA's earlier solicitations for 800MW or more of OSW in 2018 and 20191 that resulted in NYSERDA contracting for 1696MW of OSW.

However, in a reported statement, NYSERDA has said:

"While NYSERDA fully supports and is poised to execute on this authorization, based on industry input and a careful assessment of New York's COVID-19 status, we feel that issuing a near term solicitation would not be responsible nor advisable at this time."
