Congress adopted and President Donald Trump signed into law an act to provide additional funding under the Paycheck Protection Program and to provide other COVID-19 pandemic-related support.

H.R. 266 ("Paycheck Protection Program and Health Care Enhancement Act") provides, among other things, supplemental appropriations for the:

  • Paycheck Protection Program in the amount of $310 billion, as well as an additional $75 billion toward the Emergency Fund for healthcare providers;
  • Department of Health and Human Services in the amount of $100 billion for its Public Health and Social Services Emergency Fund, $25 billion of which will be allocated for COVID-19 testing; and
  • Small Business Administration in the amounts of (i) $2.1 billion going towards salaries and operational costs to administer COVID-19-related programs; (ii) $50 billion going towards the Economic Injury Disaster Loan ("EIDL") program; and (iii) $10 billion going towards Emergency EIDL grants.
