Michael Sweet was quoted in the Associated Press article "Deal Reached on Duggan's Role as Detroit Mayor." While the full text can be found in the December 19, 2013, issue of the Associated Press, a synopsis is noted below.

Detroit Mayor-elect Mike Duggan said that he and emergency manager Kevyn Orr will share some of the duties of running the financially-strapped city but the bulk of the financial responsibilities will stay under Orr's control.

The deal appears to signal better communication between Orr and City Hall, and gives Orr the chance to further concentrate his efforts on guiding the city through the largest municipal bankruptcy in U.S. history.

Approval of a plan for the city could have come even without the men coming up with a way to split the duties, said Michael Sweet.

"However, the fact that the emergency manager and mayor-elect have reached an agreement on how they will work together would reduce the chance that there is discord between the two when it comes time to put the plan in front of the court," said Sweet. "With all of the people who are likely to be critical of Orr's plan, it is good for him to eliminate the possibility that there would be attacks from within City Hall."
