While demonstrating that the Commission will take action against
specific contractual clauses considered to restrict passive selling
in relation to digital content, the acceptance of Paramount's
Commitments needs to be viewed within the broader context that
copyright remains a matter of national law and the Commission does
not object to exclusive national licensing arrangements per
se.
