Following the declaration of the national state of disaster, on 28 May 2020, Minister Dlamini Zuma, after consultation with relevant cabinet members, determined that alert level 3 will apply nationally from 1 June 2020 and further regulations particularly relevant to alert level 3 were issued. These regulations allow for greater movement of persons from their places of residence and in particular allow students, who have to commute to institutions of higher learning, to do so. 

Form 3A for students

The institution of higher learning must issue any student with a certificate by the head of the institution of higher learning, or a person delegated by him or her, that the learner or student attends that institution of higher learning for purposes of travel between provinces. There is a form (Form 3A) attached to the regulations for this particular purpose and it must contain, among others, the name and address of the institution of higher learning and the particulars of the student. 

Additional permit for transport of students 

The regulations also recognise that it may be necessary for a student to be transported to and from the institution of higher learning. For this purpose, the head of the institution of higher learning or a person delegated by him or her must issue a permit, which corresponds with Form 3B, to allow the relevant person (such as a parent) to transport the student to the institution of higher learning. The permit requires, inter alia:

  • Details relating to the institution 
    • name 
    • address 
    • cell phone number
    • landline number
    • email address of the person issuing the permit
  • Details relating to the person in whose favour the permit is issued
    • full names 
    • province that that person is traveling from, together with the metropolitan area/district that the person is traveling from
    • vehicle registration number
    • contact details
    • cell phone number
    • landline number
    • email address
