The Uganda Parliament has passed the Traffic and Road Safety (Amendment) Bill 2019 which contains the following salient provisions:

Licensing digital transport platforms: any entity that wishes to provide an online digital platform for the provision of public service transport to passengers or goods shall require authorization and a licence. The authorization shall be subject to:

  • carrying out background checks on the applicant;
  • accrediting and issuing badges to the drivers;
  • submitting a certificate of tax clearance;
  • obtaining insurance; and
  • submitting periodic reports and information.

The manner of application shall be as prescribed in regulations that will be passed subsequently.

Requirement to register security interests in motor vehicles: any person having an interest in a motor vehicle by way of lease, security or loan, is required to register the interest under the Security Interest in Moveable Property Act, 2019. The interest shall, subject to payment of registration fees, be registered in the registration book.

The Amendment now awaits the assent of the President and subsequently gazetting upon which it will come into force.
