The Ministry of Railways ("MoR"), on
the basis of feedback received from the prospective investors and
end-users, has liberalized the GPWIS. The same was done by bringing
an amendment to GPWIS and pursuant to the amendment, end users have
been granted permission to load third party cargo in their rakes in
the empty direction. Further, the design loan charges i.e. charge
payable to wagon designer for the use of the wagon design have been
brought down to 1% from 5% for a general - purpose wagon.
