Recommendations on awarding contracts for IT systems have recently been published by the Public Procurement Office.

Their publication is designed to ensure greater transparency and also to eliminate typical mistakes made during the procurement process.

Contracts to develop and modify existing IT systems are often awarded to current contractors based on a single-source procedure. In many cases, this is because of errors in the procurement process, in particular in the terms of reference for the tender.
