新加坡开展生物技术研究始于上世纪80年代初期。90年代初,经济发展局成立生物技术投资风险基金,开始关注生物医药业并向其投资;进入21世纪,在生物科技行业积淀已久的新加坡将生物医药业作为战略产业,政府予以重点扶持,不断推出如"RIE2020"(研究、创新与企业2020计划)、医药创新计划(PIPS)等鼓励性政策推动行业发展。自2014年起,新加坡政府还与制药企业联合培养专业人才,为行业发展提供充足动能。新加坡经济发展局(EDB)还会为外商投资者提供充分的优惠政策支持,帮助其搭建伙伴关系,保障国际生物制药企业在新加坡顺利发展。

经过三十余年的发展,新加坡已经形成医疗制药相关的三大园区,即以医院为中心的诺维娜健康城(Health city Novena)、以科研为中心的维一科技城(one-north)和以医药制造企业为中心的大士生物医药园,覆盖临床需求、研发转化、生产制造三个环节。企业可根据不同的需求和定位进驻园区,享受到一流的基础设施、完善的产业链条和专业的服务支持,帮助生物医药企业降低研发成本,缩短研发时间。目前,新加坡有超过50家医药工厂和300多家生物科技和医疗科技企业。全球顶级生物制药企业葛兰素史克(GSK)、默克(MSD)、辉瑞(Pfizer)、诺华(Novartis)、罗氏制药(Roche)、赛诺菲(Sanofi)、艾伯维(AbbVie)、安进(Amgen)都将全球制造中心设立在新加坡。

6亿人口市场的蛋糕滋味各不相同,医药企业应做好长期投资准备

尽管很多生物医药企业看到了新加坡乃至整个东南亚市场的发展机遇,但东盟不同国家和地区之间的经济发展水平仍存在较大差异,医疗行业制度和监管方式也各不相同。因此,想要进入东南亚多达6亿人口的新兴市场仍然面临着十分复杂的挑战。若要取得成功,企业需要根据各个市场的特点进行规划,做好长期投资的准备。

进入新加坡市场时,企业须通过BizFile+系统在新加坡商业注册局(ACRA)进行线上注册,并依照新加坡《公司法》指派至少一名董事在新加坡境内居留。随着共同申报准则(CRS)在2018年9月起实施,在新加坡新设立的医药企业将被纳入CRS分级体系,并对公司控制人和提名股东进行登记。此外,设立企业账户、纳税、为中籍工作人员解决工作签证问题、为特定进口货品申请进口许可证,均对为中国生物医药企业进驻新加坡带来不同程度的挑战。
