The President's resolution has launched a major transformation of state assets management, implying large-scale changes in their operations with the goal to increase both the value and the effectiveness of their management. The key role in this transformation was assigned to the National Agency of Project Management under the auspices of the President (usually referenced as "NAPU") which within 2018-2020 should ensure that state enterprises are introduced to corporate management systems, that initiatives to increase effectiveness are carried out, professional skills of management and employees are developed and project management practices are utilized in the course of the transformation.

This transformation covers the following state companies and their subsidiaries: 

National Oil & Gas Company – "Uzbekneftegas"

National Chemistry Company – "Uzkimyosanoat"

National Hydropower Company – "Uzbekgidroenergo"

Almalyk mining and smelting Complex – "Almalyk GMK"

National Uzbek Railway Company – "Uzbekiston Temir Yo'llari"

National Telecommunication Company – "Uztelecom"

Navoyi mining and smelting Complex – "Navoyi GMK"

National airlines – "Uzbekiston Havo Yullari"

National bank - "Halq banki"

NAPU has been given not only the right to set strategic targets and key tasks of the transformation, to extend it and to include other state entities into this list, but also to carry out this program independentely from the Cabinet of Ministers of Uzbekistan (Government), State Competition Committee and the Ministry of Finance in respect of the "Halq banki," which marks a major transfer of powers from the Government to the Agency. Earlier NAPU was also assigned as an authoriezd body to govern public procurement issues.

In addition, NAPU is authorized to appoint management bodies of the abovementioned companies and approve their budgets. Its decisions within the framework of this transformation are obligatory to the state companies, and all the activities under this transformation program should be financed by the state companies themselves.

The Agency also takes charge of an educational center for project management, where it is planned to start yet in 2018 to organize special courses for the management of state companies on project management, business administration and public procurement.

Other ministries and state comitteess are instructed to submit proposals to the government regarding changes to the legislation arising from this resolution within two months' time.
