The Luxembourg Doctors' and Dentists' Association (L' Association des Médecins et Médecins-Dentistes) created a company named Digital Health Network in September 2019. The aim of this company is to create a tool which will allow the digitalisation of the health care system.

The objective of this initiative is to provide each citizen with access to all their personal health data in a secure manner. The tool should also enable the interaction not only with health service providers such as doctors, hospitals, pharmacies, medical labs, physiotherapists, and researchers, but also with insurance parties (public and private) as well as with banks.

The aim is to develop a user friendly application, allowing its users to visualise all types of their health related personal data, such as medical appointments, prescriptions, X-ray images, lab test results and invoices. This app will also allow the user to give consent to the transfer of their medical personal data between the chosen actors.

According to the presentation given on 12th November during a press conference, the app will allow a patient who has received a prescription and an invoice after a doctor's appointment to directly see these documents in the app and to, with just one click, transfer the prescription to the pharmacy and the invoice to the National Health Fund for reimbursement.

This initiative is one to be closely followed. During the press conference it was stressed that this app will provide an optional tool, use of which will be based on consent. In fact, this app will be an addition to the current system based on exchange of paper documentation. The Digital Health Network stressed that the app will allow data subjects to decide with whom and when they share their medical data. Nevertheless, the final product should definitely be thoroughly screened for compliance with the GDPR, as personal data involved will predominantly be medical data, i.e. sensitive personal data. The timeline given by the creators seems ambitious as the launch is currently scheduled in the first half of 2020.
